One thing I can explain without some game testing right now:
Doff assignements haven't rewarded the 'advertised' skill points and expertise prior to this October 30 patch.
An example: Delta Quadrant 12 hour long assignements like 'Crumpled wave analysis' or 'Ongoing ...' state rewarding around 1200 skill points and much less expertise. In fact, they've rewarded about 700 sp prior to the October 23 patch and about 900 sp after it. Note that the expertise rewarded goes over 1500.
In other words, Doff assignement rewards were not corresponding to the values shown prior to today's patch. This issue is widespread to all assignements.
When I get back in game I'll see whether there's any other (new) discrepancies.

Bugs are left to rot for weeks/months, before eventually being ignored complete with "Working as intended". Exploits are fixed in a matter of hours/days. Too bad this "unintended" XP nerf isn't an Exploit
I just did another run on normal, got 4343 points which is as expected and the same as prepatch.
I was alerted to this by a fleet member straight after patching and it did appear to be correct, however it could be that advanced and normal were getting mixed up.
Having tested again I am satisfied that this was an error on my part and not the game and I apologise for jumping to conclusions without further testing.
I would suggest this post be closed at this point unless anyone else has found something different.
I want to publicly thank you for following up and clarifying the situation, and double-checking your original findings. Not everyone would have done so.

Perhaps, but what is also true is that we had a developer trying to have meaningful interaction with the community about this issue, we need much more of that and any attempt to derail or co-opt such interaction should be discouraged, not just by them but more importantly by us.
If something is not broken, don't fix it, if it is broken, don't leave it broken.
But some things could have been avoided if the Dev's were actually playing the game on the Live Environment not just in their little sandbox over at Cryptic Studios.
Suggestion:
- Make Free2Play Accounts for yourselves and play the game
- After you reached Level 60 and played all the stuff you go back to your Dev panel and fix some things immidiantly as you ll noticed that its a pain in the butt to play right now.
Should a tag like (Resolved) be added to the thread title to avoid confusion? I do not recommend deleting anything the OP had in either his post or thread title, just adding that if the problem is indeed resolved so that people who might not have read the whole thread can see the status of this.

So, when that Iraqi Minister of Imformation in (people's sigs) said "Honestly, there is no 20% reduction!", he was actually telling the truth for a change?! The universe may well collapse under that one! :P
Yeah, the Expertise issue stands out like a sore thumb when you look at the second line for the SXP...and see numbers near what the Expertise was giving before the patch.

We are investigating this. There was no additional reduction to XP rewards planned with yesterday's patch.
Whoever you are, I vote for you to be the new king of STO. That is what I call meaningful communication, and I note that over the last couple of weeks I've been actively watching, you've been responsible for the lions share of "meaningful communication" on this forum.
