Dyson Heavy Combat Armor Costume Bugged

I revently built the last piece of my Dyson Ground Set and did not get the costume unlock with it. The tooltip says that all that is required is all the pieces are built. Am I missing something or is this bugged?

    I did the same and still can't get the costume set to work.
