I've noticed a similar problem. I like that have shields now but they are slow moving and fly erratically towards their target. I have noticed that at around half impulse they fly faster then if you launch them at stop or 1/4 impulse but even this isn't consistent.
On the flip side, NPC boarding parties are just as useless now, even if they are shielded to the teeth.
so i've noticed when you point the front of your ship at a target and fire boarding party they deploy and fly right on target, but if the target makes the slightest turn the boarding party shuttles fly off into the distance.
Conversely if you fire them while not pointing the front of your ship at the target they take a long time turning, almost turning like a large cruiser with a bad turn rate
From that observation the biggest issue I see with how they have been retuned is there horrible turn rate. I don't mind shuttles being slower to their target but they should have an incredibly high turn rate.
