Unable to Queue for 'Colony Invasion' as a team

When I form a team I cannot queue for Colony Invasion.
Its not on cooldown for either of us
We are both high enough level
It seems to have started after I hit 60. my team mate is under 60
We tried teaming up with another person individually.
it works when they team up. but I cannot team with either of them, but I can queue solo
must have something to do with level 60.
I'll update this post once my teammate hits 60
