Powered Alien Artifact not consumed on Doff mission

Doff missions is:
http://sto.gamepedia.com/Assignment:_Fabricate_Prototype_Console_from_Alien_Artifact

The artifact is returned to my inventory after the mission timer ends (before I even click acknoledge or complete).

Also the consoles returned are still MKXII, not updated to MKXIV.
