Hazard Emitters and Gravity Wells not able to be used

My HE and GW, different versions of each, are grayed out and unable to be used. But only on one toon. I've changed stations around to see if I just had to reslot them, but that didn't work either. Kinda makes it hard to play the game when 2 big powers are not able to be used.
