Trainable skills

On my new romulan klingon alligned character I reached level 30 now unable to train in the flotilla or the command center I can only train on Qo'nos sorry for buthery I am playing my forst kling. Now attempting to train my BOFF with a Player trainable skill and all the skills are unavailable like the skills at command center ans the flotilla
