Warp Core Powers Not Working

The System Synergy bonuses from my Elite Fleet Warp Core Mk XIII's [AMP] modifier are not applying to my ship. Likewise I can't use my Shield Capacitor power. Have not been able to do so since DR hit, and I'm not seeing the little icon for the effect of the [AMP] power on my list of effects.

    that sucks, know what else isn't working? the graphics... bunch of us can't get online because of the crash-to-desktop that the developers said was fixed but wasn't... and they moved on...
