Heals are healing much Less in the Guardian Cruiser (T6) than they were in my Fleet Advanced Heavy Cruiser Retrofit (T5 Fleet).
This example uses Hazzard Emmiters 2, though the issue is all hull heals and I believe all shield heals - I know Science team is like this too.
Before I get swarmed with replies saying "Guardian has more hull," I know it does. I'm not saying it APPEARS to heal less, but rather that it actually does. Mouse-overs of skills in both ships are different.
Hazard Emmitters 2 (Nelen Exil) On the Guardian = 8,524.6 per sec
Hazard Emmitters 2 (Nelen Exil) On the Fleet Excelsier (not upgraded) = 12,695.4
That's a rather significant difference in my opinion. 4,170.8 to be exact, for improving my ship?
The Variables. SAME ON BOTH SHIPS.
LEVEL 59 engineer.
GEAR was moved from one ship to the other (only thing missing is a tac console)
Starship Hull Repair = 144
AUX Power Level = 57

Only noticeable difference is the ship itself. Better ship = Less heals??
Through my Own research into this, I've found it's either a T6 thing, or a Guardian thing.
T5-U also takes a healing penalty but it's roughly 25% the penalty a T6 is getting.. in comparison to a T5 Fleet ship. Hull hit points have
nothing to do with the problem, I've checked this and ruled it out

... Now, T5-U takes a healing debuff? Hmm, thought my avenger looked off, but I stupidly ignored that. Let me check on that again.
EDIT: T5-U avenger's healing is normal, T5-U' recluse's healing is... 3.33% stronger than it should be? That's something really weird there, can't figure it out.
