Quick Draw Not Working Right

The Commando Spec traits of Quick Draw does not work on all kit powers.
So far it does not seem to work on Motivation or Piercing Strikes
It also seems to work for some Tactical Captain powers but not others.
Doesn't seem to work for Tactical Initiative 3, and Strike Team 3.
