Hierarchy Science Officer

Ok the Hierarchy Science Officer reward for completeing Alliances delivered himself as a Starfleet aligned officer to my KDF aligned Romulan, as a result he can't be trained at all.

Reproduction steps.

1: Complete Alliances with KDF aligned Romulan.
2: Unbox BoFF
3: Customise BoFF (customisation options should be Starfleet.)
4: Go to Quo'nos skill trainer to verify non trainability. (Other skill trainers arn't usable due to possibly related KDF Romulan training bug.)

    Yep, my KDF has the same issue. He can't be trained. He's listed on the roster as a starfleet officer.

    Another side-effect of this is that he can only wear federation uniforms. I hope if this bug is fixed, it'll allow us to give him warrior uniforms. :D Hopefully even Honor Guard armor like the rest of my bridge crew.

    Hadn't seen this topic so I had made my own http://sto-forum.perfectworld.com/showthread.php?t=1262951 But gonna join in on this one aswell.

    Same problem:
    KDF side character rewarded starfleet allied Hierarachy sci/intel officer from the "Alliances" mission.
    Can't switch out skills.
    Starfleet costume options.
    "Please, Captain, not in front of the Klingons."
