I am by no means a min/maxer. And even after 4-5 years of the game. Theres aspects of the gameplay that escape me. While Ive picked up on many things and come a long ways in creating my own Build that fits my skillset and playstyle. I still feel like Ive got a ways to go.
Prior to DR. I was able to jump into Elites and hold my own. Normally falling in the 2nd or 3rd spot for DPS output. And I can be honest with you and say these were PUGs where typically the Number 1 guy was somewhere around 5k DPS. So I am by no means claiming to be a 35k DPS God. And Im sure once you look at my build youll be able to pull it apart and call me a noob.
I dont want to step into a current Elite until Im ready. And I definitely dont feel the need to be the top DPSer amongst those I do play alongside of. But at some point I do want to go into an Elite and experience it for myself and not hinder anyone. And apart of me is hoping that a T6 Patrol Escort of some variety is coming our way in the future. As Id like to stick with this type of ship. And since Im not apart of a Fleet Ive come here for the advice I need.

Now. I do want to say I eventually want to get ahold of the Vulnerability Tac Consoles. But since I dont have the Fleet Creds to make the purchases. I cant do anything about that currently. And while Ill accept suggestions about changes to weapon type. Phasers are close to my heart. I not only fly my ship looking like a Fed. But I like to come out swinging like one with Phasers. And unless this choice will hinder me when I eventually get into Elites. Id like it to stay that way. As for shields. I do have a pair of [Dis] and [Tet] shields to switch out depending on what it is Im flying against. Finally Id like to add that I do intend of upgrading anything on my build to Mk XIV once I get a chance.
Lets keep this civil and tear this build apart.

Obviously it is a different ship, however the majority of it is the same, main different being the eng and sci console slots, but as you are using Universal Consoles it won't be too bad.
The main issue I see with your build is the lack of set pieces, Omega Deflector and MACO Engines... Use the Borg Adaptive 2-Piece set along with an awesome shild.
Also, never use a tactical console slot for a universal console, make them all energy specific.
Regarding energy type, phaser does have some advantages. However the high DPS guys, for the most part, use either Antiproton or Disrupter and there is a reason for that.
AP with the high base damage and critical hits and disrupter for its defence lowering ability. I would always go with one of those but to each his own.
The Duty Office placement is also key along with the Bridge Officer Space Traits.

Thanks for the critique. I was unaware of the NSB hindering me because of its placement. I may throw it in the Science Slot where the EPFE is now. I couldnt give it up because Ive pulled 35-65k out of it on Single Targets. And Im sure the further I tweak the build I may see even more. Im curious if my Universals in my Engineering slots are problematic. Theyre only on my ship because I was trying to utilize the weapons power settings, accuracy etc. But if I can do with one less and replace it with a different console. Id be willing to do that. I want a Fleet Resilient Shield but that will have to wait.
And Im not against Antiproton because I already have those on a Defiant. I was testing em out and didnt like em much. But I could always see how they feel on this FPER-U.
As for Duty Officers. I dont have access to the Fleet ones but currently Im running Three Shield Dist. Doffs and Two Conn. I know I could probably do a lot better in that area. But honestly I have no clue where to start.
As for the sets (Deflector/Engines) Ive been working my way up the Counter Command Rep since Ive heard its so far the better Tac Escort Set. I know Borg used to be a staple in Escort builds but Ive heard nothing but bad things about them since Counter Command Rep dropped. And the current Deflector/Engines were placed there for the power settings and weapons accuracy.
Currently my Bonus Accuracy is 35.3% without Abilites 43.7% With, Crit Chance 9.2% without Abilities and 14.2% With, Crit Severity is 59.1% without Abilites and 108.8% With. And this is what Ive been using to adjust my build. Its just come to a stand still and thats why Im here.
I had a Pre-Tempest FPE. But Ill tell you this. I dont think they put this in the patch notes. But theyve essentially meshed the Pre Tempest FPE and the Post Tempest FPER for T5-U. When I upgraded my Pre Tempest FPE it took away my Lt Cmdr Tactical BOff Slot and replaced it with a Lt Cmdr Universal BOff Slot. It also got rid of the Universal Lt BOff Slot. Essentially giving me the FPER BOff Layout. But I did gain the Tail Gun and retained the Pre Tempest Console layout of 4 + 1 Upgrade Tactical Console Slots, 2 Science Console Slots and 4 Engineering Console Slots.
So if any of that is not what you want. You might want to avoid upgrading any Pre Tempest FPEs.
Basically, it changed the legacy Maelstrom/Dervish into the current Tempest Layout. Nuts. Is it possible to pick up the current Fleet Tempest while still using the Legacy Fleet Maelstrom an upgrade the newer ship while retaining the older one NOT upgraded?
if you have the sapalo class then use 1quad phaser cannon on the escort ship
for phasers the andorian phasers alone not counting the proc do seem to punch harder then most phasers
or try the 8472 bio phasers
As Fleet ships are not account unlocks but single ship purchases... should be possible.

This is confirmed. I decided to take the risk and was indeed able to pick up the Tempest variant without loosing my Legacy Maelstrom. The T5-U Fleet Patrol's console layout is 5 Tac, 4 Eng, 2 Sci. If you try to upgrade the legacy, it will tack on an additional tactical console, while if you use the newer Tempest, it will tack on an extra engineering console. I don't know if you maintain the BOFF from the legacy variant when upgraded as I didn't want to take the chance.

sci heavy for escorts but it works good and is fun to fly.
i pull 10k dps out of it,i can do more if i dont heal ppl :cool:
