Promotion to Fleet admiral - issues

Hey. So was leveling to 60 - when i got info during level 59 that im fleet admiral and should arrive to ESD for promotion . I arrived there when i was level 60
I turned the mission in, get me respec , but when i closed the window mission show up again. like go to esd . And so on . And cant drop that mission and hanging in the window for me
