Starship Mastery Unlocks without any effect

I just unlocked the second level of ship mastery with my Xindi-Aquatic Narcine Dreadnought Carrier.
I noticed that neither the Quick Deployment nor the Armored Hull passive is working.
There is a Quick Deployment buff every few seconds, but it is without any effect.
After i reached Mastery Level 2 my Hull Points stayed the same. I already restarted the
game to see if it works, but nothing changed.


EDIT: Advanced Shield Systems also not working

    same here with my Advanced Obelisk. I think the additional resistance unlock is working but shield and hull buff unlocks didnt change anything! I was pretty disappointed
