Hierarchy Intel Bridge Officer is untrainable/glitched

I got my Hierarchy bridge officer and he seems to be badly glitched. His default name was something like HierarchyIntelSci0 and he was at rank 0/4 when I unpacked him. When I slot him in an ensign bridge position his leut. level skill shows up in the slot. I also cannot retrain any of his skills.

If I dismiss him is there anyway to replace him or will I just have to hope for some kind of fix?

Doesn't look like it's reclaimable if dismissed like the other unique BOFFS. Hopefully this will be changed if it gets fixed.

Yeah KDF, I checked again and he is listed as a starfleet boff.
