This seems to effect AMD and INTEL HD cards.
This bug only appeared after DR came out, not before.
My card is and Intel HD but handles this just game fine!!!
This is not location specific. And I have some screenshots. YAY!!!

^this one shows that the shield, health, crew indicator is broken. It won't go down to the bottom of the screen. Also rearranging the HUD does nothing.

Also there are threads about this issue:

This bug does not really stop me from playing...but it is annoying. And makes me less inclined to spend money on the game.

I have this issue as well. While it isn't game breaking it does make it harder to tell how my shields are doing.

Before, I could just glance at it and know if I needed to heal, now I have to really look which takes my attention away from combat.
Well excuse me for having enormous flaws that I don't work on.

Agreed, I'm having the exact same problem. Given what I paid for a lifetime membership, I certainly hope they fix this. I'm also seeing a "pixel shader compilation error" message at the bottom of the screen while STO is loading.

Which Direct-X version are you using?

Well it has nothing to do with my Direct X. We already tested that through the support ticket I have open. But it is Direct X 9 more or less. My card says it supports Direct X 11, but it does not really (can't remember if it is hardware support or software support it is lacking). I normally leave the game setting on Auto anyway, but the game can use both. And setting it to one or the other really does nothing.

Agreed. If this has something to do with Direct X, it's because STO implemented something new that is not compatible with the configuration of a lot of their customers.

Ok so after this last update my UI bug was fixed. But I still get the Pixel Shader issue. But the UI is fixed so yay the game is no longer head-ach induceing.
