Talaxian Intel BOFF: Salvage trait is Inactive & Not Working

The 300 Lobi Talaxian Intel BOFF is broken for the Salvage Specialist Trait. I was in combat several times and noticed I was never looting any R&D mats from any NPCs. I checked later on on the BOFF's trait list.
- The trait is of course listed for the BOFF but it is unchecked: The ability to loot R&D from weakened NPCs is impossible.
- As a BOFF trait, we have no way of modifying anything, much less choosing to check the trait's box and make it active.
It's real annoying considering this BOFF costed 300 Lobi and this trait was the only reason to get him.
