Auxiliary to inertial dampeners not working

I have been running two copies of A2D with a matter/antimatter specialist. According to the tool tip it should give me immunity to holds and disables. Running two copies and the diff should give me 100% up time against holds. Tractor beams are not being broken by A2D currently. It is inconsistent it does work at time but totally at random. Are other players having this issue. I was having it in the Scryer.

    The immunity is for Repel and Disable, not holds. AFAIK only polarize hull and attack pattern omega make you immune to holds.
