Guardian cruiser incorrect shield modifier?

the T6 Guardian cruiser seems to have an incorrect shield modifier. comparing it to my non-upgraded Dreadnought cruiser (ie T5 not fleet or TFU just T5) it has significantly less shields

7540 compared to the 8790 of the dreadnought. the sheild damage reduction also seems to be off

this was with the same skills same doffs and no consoles on either ship only thing equipped was MK xii maco shields

    just checked with my upgraded vet ship it has 8479 sheild capacity same skills,
