Intel Boffs with wrong abillities

Hey,
i bought 3 Sci Intel Officers on ESD. All Intel abilities are totally different thant that listed at Elsa Mora.
The Names doesn't fit either.
Thats what i wanted:

It also seams that the abilities of the requisition officers are totally random everytime i talk with Elsa again.
