But have you tried reducing your graphics settings or playing with your anti aliasing settings? It looks like an AA problem. What system do you have? Could your GPU be a little older and maybe can't handle some of the HD settings properly?
Hm, maybe it is the particle rendering mode, try to deactivate the option "use gpu to soft particles" or something like that. I cant remember right now but i had similar problem time ago and deactivating this option solves it.
Also, try to change the antialiasing mode , maybe is something about that.

bet you got the rendering lowered, the tab before graphics where you select res and stuff, has a slider to adjust the rendering. max that sucker out
