The issues with Rom-KDF players are confirmed and under investigation.
Anyone else experiencing this, that is not playing as a KDF-aligned Romulan, please make sure that your skills are valid before adding to this bug report.
To see if your skills are valid, open your skills window ('K' by default) and see if there is a "Respec" button in the bottom-right. You must press that button to reset your skill trees before additional training will be available, as your character data has landed in an invalid state.

I have a Rom-Fed (Ell@humblesheep) who can use the Boff Trainer at New Romulus Command but cannot train with any Bridge Office Candidates, clicking on them just gives the options "Join" or "Not Now". My skills apear to be valid with no Respec Button.
if you don't have at least one fed boff of the related speciality in your active roster, candidate fed boffs can't train any of your boffs. once you get at least one, the boff will be fixed and able to train both fed and rom boffs of the related job.
considering the new boff skill training system is right around the corner, i doubt this'll ever be fixed.

We fight them too. Entire armies spilling out of Volkswagens.
We do our best to fight them off, but they keep sending them in.
