I am having the same issues. I was able to log in for a bit and play some delta rising a few days ago. Now I am unable to launch the game through every means ive tried.
I have submitted a ticket and am awaiting a reply.

hey just a head up I was able to figure it out. I just needed to disable my fire wall for a bit and then reload the launcher. for some reason it looks like my fire wall settings changed after the patch so that the launcher would not work.
works ok now hopefully that will work for some of you too !!

Well, It was a tough weekend, but I finally got the game to play. After trying everything listed in earlier posts to try to upgrade every driver on my PC, I thought I'd try to uninstall then re-install the game. Unfortunately, this was a big mistake, as my Collector's Edition DVD version of the game software was so out of date that the software would not update (I'm sure that this is due to the links to the update server were changed when PerfectWorld purchased Cryptic - You need to add a re-direct for folks trying to install from original software disks). As mentioned earlier, the ARC software also has been hosed since the launch of Delta Rising so I was totally out of luck. With the game totally unusable, I decided to take drastic measures and instead of upgrading, I decided to go Retrograde by restoring my PC with a 2 month old image. I then patched the game and it launched normally. Please see the file Dxdiag_retro.txt that I have attached.
The moral of this story is that sometimes, updated drivers may be the cause of the problems while the older drivers will work fine with the game client. Please don't always be so quick to suggest that updating the drivers will repair the problems with the game client.
