Wow! I was shocked.
The Delta Rising Operations Pack on ARC costs 93 Euro and on Steam 148 Euro.
The problem is that ARC wont accept CC, only PayPal and Skrill - I use neither.
Will this be changing? Can we purchase at the cheaper rate via CC please?

People in the UK are getting stiffed on the pricing as well.
Convert the Dollar price into Sterling it works out at around £75
Convert the Euro price into Sterling and it's over £90
So everyone in the UK is paying 120% of the price that it should be.
I also see the same price as you. Not sure where the OP got 93 from. The difference in price between Steam and ARC is also rather simple to explain. The price on ARC is reduced until the release of Delta Rising and will be similar to the price on Steam once DR goes live tomorrow.
The US doesn't use that, and because each state has it's own tax code, no US retailer ever lists the price with any sales tax included. And then sub divisions of the states can add their own taxes on top of that. Such as a 1/2 cent sales tax to help fund a public transportation project enacted by the city or county.
Example, I live in New York City. I go to a chain store to buy a shirt. Their location within the city boarders with not charge sales tax on that shirt, because there is no sales tax on clothes within the city (the City government has a large amount of home rule authority delegated from the State government). If I go to a location outside the city, I am charged the standard state sales tax.
So instead of each store listing the prices on it's own. They just list the cost of them item and leave you to handle the tax when you go to pay.
Conversely, I have an eBay business. If someone within the state of New York buys an item from me, I have to charge the sales tax. But anyone else does not get charged, because I am not under the jurisdiction of any one else and the Federal government does not have a sales tax.
