Bug: Counter-Command Multi-Conduit Energy Relay gets worse when upgraded.

Just making sure this doesn't get missed, sorry for the double post. The Counter-Command console becomes slightly worse when upgraded, this was missed in the patching pass that fixed other items that became worse.

    I can also confirm this, and I've seen it reported on several other threads as well. But more chatter about it is always good.

    With the last patch a lot of equipment was restored, such as the Omega set and others. So hopefully, the upcoming patch will have more fixes.
