Unable to decloak Tulwar in CE

Twice now, I've been unable to take my Tulwar out of cloak during Chrystalline Entity Elite.
When I tried to decloak, the cloak sound is audible and cd timer runs down as it normally would, but the ship stayed under cloak no matter what.
