Mk XII Very Rare Kit Module - Motivation does not display proper healing values

The Very Rare Mk XII Strategic Kit Module - Motivation does not display accurate values for healing. It says in the toolbar for me that it will give +70.6 health on a crit, but from the combat log:
Your Motivated Strikes gives 58 Hit Points to you.
and
Your Motivated Strikes gives 35 Hit Points to officer Security Escort III.
and
officer Muga gives 46 Hit Points to officer Muga with Motivated Strikes.
Reproduction steps:
1. Equip a Very Rare Mk XII Strategic Kit Module - Motivation
2. Make note of the amount of expected healing that is in the ability description.
3. Activate the module in ground combat and note the healing that is actually provided.
4. The numbers do not line up.
For comparison, my Rally Cry ability gives its expected amount of healing consistently to everyone: myself, boffs, combat pets, security escorts, etc.
