If KDF ships are allowed to move up a cloak level then at the very least the cloaking device fedside should be useable on all ships

Feddies having cloaks of any kind across the board will destroy immersion.
The Defiant having a regular cloak makes some sense, but nothing else does.

Your "revamp" simply would be taking a skill mainly used by Republic ships (cloak in combat) and handling it to Starfleet and the KDF.
How is not like Feds asking for KDF consoles, ships, races, or any of frankly dumb ideas that they thought up.
I see how it goes. KDF is no longer the runt of the pack so they now get to act like Big Brother Starfleet. If this is how the "honorable" and "disenchanted" KDF acts to a faction that is in a worst way then they ever was I hope the Republic never grows up to pick on who ever the next faction.
And give bird of preys are real buff, they pay far too much for their cloak & universal layout.

I don't believe the Devs appraised the effectiveness of BC's and EBC's properly without taking Feddy countermeasures into consideration.
Especially the Sci power exclusive to the Feds that can render cloaks nearly useless.
Now there will be numerous AoE hazards for BoPs than ever before coming from the 3 T6 Feddy Intel ships...that can cloak.
The Feddies can detect cloaked ships while they themselves use cloaks in the best ships the game will have.
I think a REAL balance pass is due.

With the advent of ''Intel'' Ship classes especially the Escort versions... this made the KDF ship concept all but dead...
I'm not sure if the Dev's forgot the role of the Raider which are supposed to be ''Hit & Run'' Ships or there are newer dev's thats now taking over the part where they set the up the game mechanic's and not understanding yet of how this game works...
When they Buff'd the BoP (which is not really a buff) the first time, what they should of done is increase the BoP impulse mod to 0.22 (min) or 0.24 (max) and if they wanted add Flanking it should be 100% working vs players not 66% less effective out of 25% dmg vs players.
It's obviously clear many Escorts having more Weapons and Tac Consoles, they can do more massive dmg to enemy players from all sides than BoP's having 3-4 Tac Consoles with a fully funtional Flanking ability that effective only against the rear of the ship vs players.
With the BoP's having inferior Hull, Shield Mod, less Devices, 1 less BOff's Station, 1 less BOff's ability and Less Weapoin Slots and having the same Impulse Mod... the BoP's statistically are inferior vs Escort in terms of dog fighting... and i believe to solve the BoP's shortcomings is to increase it's Impulse Mod and remove Flanking nerf'd dmg vs players.
And with the Intel Escort-Type Ships bout to be released soon that can perform the role of the ''Raider'' far better in everything than BoP's can... BoP's really needs a buff that fits it playing style to remain competitve.
