did the intelligence class ships descendants of these section 31 ships

this is a section 31 ship from idw ongoing star trek comic issue 28 the kittomer conflict part 4.
but i could see the eclipse and the science ship linneage starting here and yes this ship had a cloak.

Coincidence... besides... isn't that the AR Enterprise in the corner? Section 31 seemed to have more resources in the alternate reality in the 23rd century... then again... the whole fiasco involving Chancillor Gorkon's assassination might have been a Section 31 job too...

The only instance that I recall Section 31 having there own ships was ST:ID with the U.S.S. Vengeance. Another(and completely none canon) instance is from the fan-fiction Star Trek Hidden Frontier: the Helena Chronicles in which Section 31 has possession a Defiant class escort outfitted with both a cloaking device and a holoemitter.

There is mention of Section 31 having access to a Defiant class ship in Star Trek: Return novel. It is likely that Section 31 has its own ships, but they acquire Starfleet ships and modify them to some degree to conduct their operations. They don't have the resources to construct their own style of ships.

This makes the most sense

After all, how hard would it be to persuade a Section 31 sympathetic Admiral to "write off" a ship so it can disappear from the official records
