cannot turn in Neural Processors for dilithium

I've recently completed the Omega Force reputation system on my Romulan Fereration character but I the project to convert Borg Neural Processors into dilithium ore is not present as it is in all my other characters. I've checked all 3 slots to see if it's showed up in the wrong one but it's not anywhere to be seen. I know I have completed the T5 mission as I have been given the dilithium, marks etc. and can do the sponsorship project whiuch is only avaliable when the Omega rep is complete.

To unlock the special project you need to complete any elite STF. You will get an accolade called 'First Steps of the Elite' which unlocks the project. The quickest, easiest, and most popular event is 'Infected the Conduit Elite'.

The special project for trading in borg neural processors for dilithium will show only up in the bottom project slot when you unlock it, the same slot for the project to trade in 50 marks for dil.
