Engineering R&D Trait Broken

I hit level 15 engineering today- the trait is broken. It does not grant the damage reduction it is supposed to; instead it applies the shield penetration that is supposed to come from the projectile school trait.

    Is that verified it's applying the shield pen? Hell I just thought it was doing nothing
