I could see federation Characters who are Klingon being able to visit Qo'nos, make that perk a benefit of the species unlock perhaps.
I actually don't think that makes much sense... Klingons who have gone across to Starfleet are likely persona non grata within the Empire.
Anyway, it would really throw the narrative for new Klingons if there were guys in Starfleet uniforms wandering about First City, just as it would throw the narrative for new Feds to see Imperial Klingons strolling about ESD.
(I have to admit to having my Fed-Klink wander around in a Jem'hadar suit for that reason, though... )
As someone who plays all three factions I just don't like the idea. The two factions are at war until surface tension and even afterwards there's a mere ceasefire. A condition where both sides are neither enemies nor allies to each other.
And as we can see from some of the less-than-savoury posts in this very thread from some of our KDF players, the two factions don't mix well. Too much pride and arrogance from the Klinks. I'd hate for ESD's chat to be filled with KDF snarking and seeing half-naked Orions everywhere.

Just claim it as a trophy. You can take the Klingon out of Qo'noS, but you can't take Qo'noS out of the Klingon.
