Fm Consultant Broke

After the patch on 08142014, people had hoped that the Fleet Mark Consultant would actually start working with mark boxes, this is not the case. Neither on previously stockpiled boxes, or newly received auto opening ones. The consultant is still broken, and still needs fixed.
