I can not enter the Eridan Belt

Just like the title says.

In sector space I fly to the Eridan Belt border and I do not get the prompt to "Warp to Eridan Belt".


Steps to reproduce:
1. Go to sector space, I'm starting at Sol in the Sirius Block.
2. Fly "North" and warp to the Alpha Centauri Block
3. Keep flying "North" until you get to the Eridan Belt Border
4. This is where my ship bounces off the border and I don't recieve the prompt from my 1st Office to Warp to the Eridan Belt.

    Same issue trying to enter the Khazan Cluster... is related to the new R&D System.

    If these systems are no longer available then remove them from the map...

    They closed all the exploration clusters. It was in the patch notes when 9.5 launched. Instead there's a popup for 'duty officer missions for _____ cluster', but you *cannot* enter the cluster like before.
