Reading over the threads and listening to the chat around ESD, its obvious that people are in manic or panic mode, by and large from the lack of information we've been given.
So while we have time to waste until anything is actually given to clear up this Fog of War, I figured why not try and do something constructive.
The two main sources of ire for the player base are the T6 ships, and the higher level gear. While the T6 ship topic is completely toxic, I figured the bump in gear level could at least be something to play with for now.
Without question, this is going to hit those who use Lock Box gear the most. But is it possible that the history of the Lock Box could provide a solution as well?
Think back to how it all started, remember the Cardassian Galor with its Spiral Wave Disruptors? You had to actually get the ship in order to gain access to buying them, but once you had them you were set due to their nature of being preset.
Why not do this with the other Lock Box weapons? The Phased Polaron or Crescent Disruptors, etc. Make them purchasable from the Dilithium Store once you have them, or if must be, a ship from the same Lock Box?
It would mean players would still have to either shell out money for Zen to buy Dilithium, or spend time grinding for it, but the end result would be less of a major 'we got screwed' and more of a 'this is a nuisance' reaction from players in one area of the update.
This could be taken a step further with things like the Reputation Space sets, why cant the Borg or Omega Space Set be like the Aegis was and just scale with our level? We already have the Borg Cutter Beam, Omni Directional AP, Spiral Wave Disruptors and Elachie Heavy Crescent Cannon with this going for them.
What do you guys think?

Yeah there definitely needs to be an unlock or upgrade mechanic for improving XII gear. I absolutely don't expect it to be free (I expect a currency or xp grind of some sort), but it does need to exist. People have invested a heck of a lot of resources in this gear because it was the level cap gear.
Nitpicking is a time-honored tradition of science fiction. Asking your readers not to worry about the "little things" is like asking a dog not to sniff at people's crotches. If there's something that appears to violate natural laws, then you can expect someone's going to point it out. That's just the way things are.

Peaple here sure can panic. A little planning can go a long way. Like it would be nice to know if lockbox weapons opened after they raise the cap will provide mk xiv gear or stay mk xii. Would be quik way to up grade the weapon loadouts. At least until more conventional means catch up.

I like this idea of having items scale with you for certain things. Namely: reputation gear, maybe even make certain unique sets (ie: Breen) scale upwards with you as well? However, then you'd have to look at special sets (ie: Jem'Hadar and it's Lobi upgrade option) and decide which would be best. Perhaps make all unique sets scale with you... but in the case of items like the Jem'Hadar set and others with Lobi Upgrades ... you can make quest rewards very rares and the Lobi versions Ultra rares, and both scale with your level.
Given that, apparently, one of the main motivations for the level cap increase was to reset the balance of power, I highly doubt current reputation gear will be set to automatically scale and let people have mkXIV purple (power creep-ish) gear right out of the gate.

If past history is any indicator, lock box ships will most likely be upgraded to (near) T6 levels automatically. Look at the Jem'Hadar attack ship -- it previously sported only 4 tac console slots until fleet ships were introduced. Once fleet ships went live, a 5th tac console slot was added to keep the JHAS to keep it competitive with newer fleet ships.
Also keep in mind that lock boxes are one of Cryptic's greatest income sources, with lockbox ships being their primary draw. If T6 ships start to surpass lock box prize quality, then there will be little incentive to open any future lock boxes, thereby resulting in significant STO monetary loss. If the STO customer's lock box ship investment cannot sustain its relative value, then Cryptic will make a convincing argument as to why players should ignore future lock box investments.
Gear becomes obsolete. You now have some thing to attain. A reason to play. Happens in most mmo's every 6 months.

Regular standard gear, yes, that's true, even with the uber Fleet gear I imagine though I don't waste time with it.
'Unique' however is just that, its a specific and very narrow set of things.
What would be the purpose of blowing 200 lobi to get upgraded Jem'Hadar space set when you can just get a generic MK14 white Resistant shield that gives more protection?
Seriously, look at the numbers. A Purple MKXI Tac console gives the exact same dmg bonus as a Green MKXII. Going by that, a Purple MKXII will be about equal to a white MK14.
If something is 'unique' its suppose to be special in some way, something that makes is stand out aside from just visual aesthetics.
So to be clear, I'm not arguing or fighting for everything to get pumped up in grade, just for things that are Unique to be treated with the same respect it always had. I honestly think Rep gear or Unique gear should be leveless. Make it GOOD but not AS good as the top of the line 100+ hour grind only things.
That way those who work their backsides off to get the absolute best will always have an edge, while the casual player can still keep pace.
The Grand Turismo game series has been doing this since it started. Anyone that actually knows about cars will have an edge, but you don't need that knowledge to do well with a RG390.

If there are Mk14 weapons, then keeping the 1500 mark 90k dilithium Omega Borg set you are use to using will now penalize you.
I get your argument, but at the same time you have to take into account that only the PvP base really invests in Fleet gear. Personally I COULD use Fleet gear, but I don't by choice because I prefer the cool visual effects of the Breen set or the Assimilated set on most of my ships. Fleet gear gives no visual effects, its boring, dull. When you play a game for fun, being able to mix parts to get cool looks is part of the fun.
That aside, you have a lot of people who use the Rep gear because they don't feel like wasting the time (or money) it would take to get Fleet gear, they want to explore everything the game has to offer but not spend a week working just to survive in a new area.
That's part of my problem with the Undine PvE missions. If you aren't an expert player, you need specific gear just to survive it on Elite, and most people despise grinding for days on end just to get a shield or deflector dish to not instantly die. Its why people use the Dyson ground zone rather than PvE missions.

More seriously, Adv. Fleet Gear has no special mechanics, even Elite Fleet Gear essentially only differs in a suffix or two. Meanwhile rep gears have some examples of very different mechanics. (including set bonuses an even the active clickies you get from some sets, although those are usally sub-optimal)
Making all these obsolete would be a terrible waste of mechanics, quite simply.
That said, it seems like there's some kind of system for upgrading items planned, so the same will probbly be true for the rep gear.

Not quite true: There's the lob upgrade of the Jem'Hadar set(s) from to Mark XII; there' also the Nukara Upgrades where you can turn in lower MK gear for higher MK gear.

Because adding a "gear upgrade lottery" would allow to add yet another dil sink, or even "zen gear upgrade catalysts"? This mechanic is present in most PWE games.

You're joking right? Rep gear is *far* from top of the pile. How is using a MKXII Tac console that gives 26% dmg bonus equal to using a MKXII Flet Tac console that gives a 36% dmg bonus? 10% doesn't sound like much, but with 4 tac consoles that's 40% dmg bonus, not counting the CritH or CritD factor.
Fleet gear is for the people with the time and/or money to sink into getting best of the best to be top dog. Rep gear is for everyone else that wants to play with those people using Fleet Gear and not listen to a never ending stream of 'you have no business playing Elite PvEs noob'.
Is Rep gear as good as Fleet gear? No, not by a long shot. and that's not the point. If Rep gear isn't at least comparable to the Mk14 gear when it comes out, why waste time working on Rep at all? The decimal point passive bonuses?
Fleet gear by and large is for the PvP players, which is in the extreme minority. Most people play this game for fun, and PvP is anything but, mostly due to the people in it.
Hopefully they are going to provide a way for Rep gear to be upgraded, or they wont make the additional content more difficult than the current content and require Mk14 gear, because if they don't, people will stop playing. Its as simple as that.
Keep rep gear around 15% less than top of the line best of the best Fleet gear, that's where its been for the last few years and that's good enough for most players.
