Flashlight broken?

So recently I've done "What Lies Beneath" and "Sleepers" on a couple of new characters I made recently and found something peculiar. The Flashlights in these missions don't work. Toggle on, toggle off, no difference. No light.

Searching to see if anyone else had a similar problem, I did find this. Curious, I looked to see if I had somehow forgotten to turn on Dynamic Lighting when we had that big graphics reset back when they updated the graphics.

Nope, I didn't forget. Dynamic Lighting was indeed ON.

So... something broke the Flashlight.

    The culprit seems to be the graphics setting visual fx quality. The flashlight effect is apparently disabled unless you set it to medium or higher.

    Is it really...? I'll have to test that out for myself....

    (Nevermind that this reminds me why I was so frustrated about the graphics reset; it took trial and error to remember where my settings were.)
