Can't start doff assignment

I go to my doff assignments, and starting clicking through. I come to a science one (I found one that wasn't science, see below). I have everything required so it seems, I have plenty of space for the assignment, and I have two officers ready and waiting. The begin assignment button is greyed out. Pictures linked below. The pictures below were all taken today across four different characters, all low rank (below level 20 if that makes a difference), but I have seen this on my level 50 characters. Please let me know if you need any more information.
