Please Help!

Hello, I am having huge problems with stuttering on ground maps, recently did some changes to my PC...was running an Intel 3570K, 8gb Corsair Vengence Memory, two 560Ti's in SLI, 240Gb SSD, well motherboard died so decided to try an AMD FX-6300 and a Gigabyte 990FXA-UD3 Board, those two things are only hardware I changed...I have tried several things but can not get rid of the stuttering on ground maps zero problems in space, also have turned graphic settings in game to lowest and still stutters..any advice would be appreciated
