If it really acts like a pet, tactical consoles and other dmg-increases due to gear wont affect it.
Is the fleet gear that much better? I haven't joined a fleet yet, so I haven't tried any of it. The lack of set bonuses seems to be a drawback, although I do have an interest in some of the fleet ships.

But before you go too much into details, I would really respec if I were you, you lose much dmg with your skilltree as it is now.
As for your build: As others said, too much inconsitencies there. STO, and especially pvp you concentrate yourself on one or two things and dont go over all (a medium build is always a loss). A TR1 is wasted. Its a waste even if its buffed with 4 flowcap consoles. But with your build there arent any flowcaps to begin with, so you have a very,very low drain, which is a wasted slot. Same with 3 beamabilties. Boarding parties are a joke in pve and pvp. EWP is wasted in pve, however can be useful in pvp, though I doubt it is anywhere as good as EPtS3.
Well, thats just a few things, if you look for a 100%-pvp-specialized build, ask the pvp-ers here, but as your current build stands, it has no worth in neither pvp nor pve.
And if you think it has a great dmg-output, then seriously wait till you see the real builds flying

I have, however, seen boarding parties as a truly powerful skill (provided you fire at point blank range).

I see that a lot of builds go to DHC, does this work because you are eating through weapons batteries or is there a trick I'm missing?
I generally do not use batteries and find that without batteries I get higher DPS with DBB than DHC because of weapons power levels. Also, I have found FAW to be one of the best Tac Boff skills, but it only works with a beamboat.

I am still balancing the values of drains, trols, dps, and tanking on different ships and working on understanding how the different rolls (science, engineering, and the other one) affect gameplay. I only have an essay? Wow, I should be caught up sooner than I thought...
That being said, in your build it states that you have 66k in ground traits, but I only see 6k, how'd you do that?
I understand the value of turn-rate, but I have heard others assert that RCS on an escort are a wasted slot.
I am still going to be anti-social for a while and stay out of the fleets, but when I consider one, after I have learned some more, I may take you up on your offer.

I love the outline/concept of the ship but the toy-like rounded nature of the model with virtually no geometry or texture details to speak of really represents just how much this game is going down hill.
Stats wise, this thing is preposterous, perhaps the second best escort without a cloak (FPEr +Bomb still wins for me) but it's really just let down by poor poly and texture budgets, perhaps poorer than usual - in a game who's engine isn't aging well at all given the alternatives.

The design is good, as I said, it's why I got this ship and why I didn't get the hunter. However, the implementation of the design is terrible.
It's also a PvP issue - as everyone knows looks are deadly important in in a pvp situations.

(Alternate use BO III and tac team 1, sometimes with a tractor beam in there too)
It's really just for pug pvp, when I do premade and know that there's a good healer I switch some
stuff around for more spike damage. But the build I'm linking is usually what I run with for 1 vs 1's
and normal pvp. I have a few layouts depending on the opponent, but the basic idea says the same.
Important doffs are 2 conn officers for attack patterns, 1 Bo bleedthrough doff, and 2 DCE and one
WCE.
