Depends. Are you a Fed-Rom, or A KDF-Rom? If you haven't reached it, at some point during the Romulan campaign, you have to choose to align with either the Federation or the KDF. If you haven't reached that point yet, keep playing, and when you get there pick KDF if you want to run with KDF ships.
If you've already gotten there and picked Fed, then sorry, your character is stuck being Fed-Rom. You'll either have to roll a new character, or live with it.
No, you can't fly any Tier 5 ship from your allies. If you want to fly a Klingon ship with your romulan, it must be a tier 1-4 ship, so no Peghqu' (Tier 5) for your romulan character

Specifically the Peghqu' Heavy Destroyer? my captain is an alien and I just think it fits better.
If you're a Vet of 1000 days, you will only have access to the Daienos Destroyer... Please note, that you either have to be a Lifetime subscriber, or have subscribed for 1000 days in order to be eligible for the vet ships.

I don't like the Warbirds but I love the Romulans.
I still campaign for a D'kyr for Romulans, but ultimately I'm flying a tier 4.5 Intrepid, and when upgraded with full Fleet gear, it's quite good.
thankfully no, not allowing aliens to have access to the top of the line ships is one thing the devs finally got right.
now all they need to do is add a few nausucaan orion and gorn ships to the kdf lineup and then disallow the use of T5 Klingon ships for those aliens as well, for the same reasons as the romulans.

Y'know, the D'kyr would make sense. Yes it's a true sci vessel which the RR otherwise lack, but it's a relatively weak one by Fed standards and doesn't exploit most Romulan advantages.
Over on the KDF-Rom side the obvious counterpart would be a K't'inga - a true cruiser albeit a weak one - already a playable T5 fleet ship, and canonically operated by 23rd century Romulans.

You do know that having a captain who's an Alien species has NOTHING to do with what ships they can fly, right? Only letting purebloods fly T5 ships is one of the worst ideas I've heard in a long time.

Cryptic could make more money if they at least unlocked ZEN ships for any faction.

They would make more $$ if they let kdf and feds drive scimitars (or some similar battle cloaking 5 weapon 5 console monster) too. But there really do need to be some restrictions. It would be nice to fly the ships of your ally faction, but it seems that will not ever happen... sort of frustrating. As greedy as they are at times, there are some lines they do not cross.
Just use a energy credit buying service to buy 200mil energy credits and but a Lockbox ship. The non Lockbox Ships suck. I'd get a Cardassian Galor, Jem'Hadar Heavy Escort, or Tal Shiar Ship just to name a few, but technically all of the lLockbox Ships are good

No, not that one, or any faction-specific T5 ship unless you actually are part of that faction. You can get yourself Lock Box and Event ships, though. I have an Alien RRF character that uses the Luxury Cruiser, since I foolishly designed the poor fellow like a normal Fed/KDF character and not around using the Warbirds' strengths and countering their low power levels.
With each passing day I wonder if I stepped into an alternate reality. The Cubs win the world series. Donald Trump is President. Britain leaves the EU. STO gets a dedicated PvP season. Engineers are "out of control" in STO.
