Alternatively, create your own teams of like-minded people and set up runs via private queues. No AFK'ers, no "unwanted individuals". Problem completely solved by you.

    Radical idea, I know....

That is the one thing that all these people calling for more afk countermeasures never seem to to get.
If they just did this, then they would all be safe from all those (imaginary) nasty little leachers.
It's not my fault if you feel trolled by my Disco ball... Sorry'boutit.

Thera are a few missions that are challenging to do this way, but not many. Mostly Mine Trap since you really CAN'T do that very well with only 5. You need at least 12 to have good odds of success. Yes, I know it's a no-fail mission, but it's very possible to get a crappy score.

Fairest thing is to just let the ignore list prevent you from teaming with someone again.

Why there is no "vote to kick" system in STO? Because community already proved it cannot be trusted with such power by infamous "report as spam/mute innocents" incidents. In short, trolls started a shouting/insult/harassing match, and if someone dared to defend/object, he was mass spam-reported and auto-muted in chat. Not joking.

Remember that STO is a f2p, and not everyone is interested in mission success above all (and in p2p mission success translates into "getting bang for your buck"). Thus, in f2p there always be people who get their share of fun by not allowing other to get fun.

As for afkers, there is a difference between a guy who bolts 40 km in the opposite direction of Borg as soon as the game starts, a guy who says "my tray is messed up, sorry" and takes 2 minutes to get it right, and a "bot" that flies forward, shoots nearest target once per 20 seconds, and a guy who just gets blasted in first 15 seconds and stays in respawn limbo needing every drop. And there is no universal solution to deal with them all.

If I end up in a STF with 1 leecher and otherwise competent team, I nowadays let it slide. If the team is just a moving disaster show, or if there is more than 1 afker, I just relog. I have no reason to try to drag deadweights through a protracted session of teeth pulling. Its my game time, and noone is going to refund it if I find it unbearable. Since I have 9 STF-capable characters, I just switch to another one and requeue. You may find it rude and/or selfish, but bottom line is, my gaming time has become really scarce, and since I am 34, I learned how to value my time.

Yes, there are STFs when I actually welcome exploding - exploding once in a while is fun, and proves that game still has at least a bit of challenge and excitement. I do not play for maximum efficiency, I leave such approach for the Borg.

As for "not getting teamed up with so called people from ignore list" - that would be nice. Once I actually expected it would work that way. But there were days I saw same, ignored leechers repeatedly. And, STO population is still large enough to make it work.

Gear scoring? Competence tests? Hell no, its f2p, not genital-measuring contest. I see it this way: if a player seems like he knows what he is doing, and actively participates, I do not care if he is doing 1k or 35k dps. Since usefulness threshold for most elite stfs is about 4k dps, and my boats do 9-12k on average, I can drag 1, even 2 low-dps players (on a good day). But I will do that only if those players are not trolls, afkers or griefers.

Another thing - this "pay 1k zen and be removed from ignore lists" idea. Its awful. Ignore list is for ensuring that certain "persons" are prohibited from contacting me. If I put anyone on my ignore list, its because I don't want to be aware of that creature's existence in any way. Nowadays people tend to ignore others if they fail to meet their dps expectations, or if they dare to explode in STF.
