Loadouts doesn't load/save properly

The Loadout function in this game doesn't work at all.
I tried the whole evening to save and load 3 different loadouts on my Sci, the outcome was that i saved the loadouts under 3 different names each (so 9 loadouts in total).
1 Loadout loads properly, the other two are always broken ( a lot of bridge officer powers are missing and/or in a different spot), some bridge officers aren't even on their stations.
It's stupid to play pvp matches with broken and half improvised bridge officer stations and traybars plus there should be an edit modus for saving/switching loadouts fast at zones like ESD.
