Prime Raneson: F-45 with a left engine failing. It can't make it to the airbase fast enough. And then there's the fuel the fighter uses; very dangerous and flammable... The pilot is trying to make an emergency landing on the main hanger bay of the ship. He's going too fast to slow down for a safe landing in time... Ensign? Ensign: Speed of the fighter is at 700 KPH and gradually decreasing... Distance... 40 kilometres. Prime Raneson: Too fast... Not enough time to make a safe landing. Does the hanger bay have arresting beams and nets, Cuz?
Prime Raneson: F-45 Eagles are too small to carry a warp core, and is not exactly equipped to use impulse engines. The YF-77 Raptor II is supposed to be an improvement upon the Eagle. And it's moving way too fast to get a tractor lock safely.
(They wouldn't have fuel. Even without a warp core there are other power sources in the star trek universe they'd never design a space craft with something as expensive as fuel.)

Krystal: 22nd Century Shuttlepods had impulse engines. And if you haven't noticed, we're not equipped to handle fighters going balistic!
(The fuel - though replicated quite easily - is not going to be in use anymore once the F-45 gets replaced by the YF-77 Raptor II, name in the works atm)
Prime Raneson: Hm. Can we beam the pilot out? Ensign: It would be hard but... I could account for the movement of the fighter to get the pilot out of the fighter...

Krystal: Look... don't aim FOR the ship with the tractor beam. Account for movement and aim for where she WILL be. And have them frickin' cut their engines for crying out loud!
And seriously... give Dee and Reigun five minutes with one of those things and they'll be able to come up with a plan to rig up impulse engines.
