Fleet Technician Trait Bug

My friend @sheres24 has some problems that need to be fixed

    Check back on Thursday? A fix is coming soon according to the tribble patch notes and I assume that's the patch that'll be going live in this week's maintenance. (If not, just keep an eye on the Holodeck release notes.)

    Ahh. Been wondering why my Engineering Fleet skill hasn't been granting a team wide HoT.
    Will be good to have this back again.
