Getting members for low tier fleets is hard these days.
My own fleet is a T3.8 fleet (we need one more upgrade to make a T4), and our holdings are averageing at T2 across the board. Now this dosen't attract alot of players, but it does attract the players we are looking for: People who want to invest time and resources in a common goal.
I am not saying that your fleet is still-born, cause if you're a good fleet-leader, then I am sure you will make it there, but unfortunately while its not still-born, it is at least on a respirator.

Don't look silly... Don't call it the "Z-Store/Zen Store"...
I guess it's just the wrong time to start a new fleet. Most of the recent additions were made for end-game players and end-game fleets and starting from scratch just takes a lot time & money. There's nothing wrong with your attempt to start an new one and recruit people but after 4 years there are already a lot of fleets around who can already offer the desired end-game stuff. It's not that youre doing anything worng, it's just theres so much competion out there.
I took up the challenge roughly a year ago. Tier 5 fleets were already moving through the galaxy.
We're now at T3 mine, T2 embassy and spire, and very close to T4 base.
My best advice: get a big fleet to be your allied fleet. That is what pulled us through. We got our holdings up, but until we had that point, our members could visit our allied fleet's base to get the stuff they want.

OP you aren't really doing anything wrong, it's just like others have said there are already a lot of high end fleets already in game, those players that aren't in a fleet already don't want to spend time and effort getting what they want when they can get it faster by joining an established fleet.
The fleet I'm in (Caitian Star Pride) get a lot of join requests with the additional question of "how soon do I get access to...", that being said you do have an advantage in being a small new fleet!
A lot of the large high tier fleets have a problem with not being able to get rid of fleet marks, so if you can get allied to a large fleet and can regularly rotate your holdings will allow the allied fleet to get rid of excess marks while you can concentrate on the other bits n pieces.
If you head over to the fleet holding section and advertise this fact you may get a lot of interest this way.
Unfortunately, STO made the fleet system mandatory to access the BIS gear (unless you want to grind the provision alone, and ask for an invite, which is extremely tedious). Spire/embassy/mine consoles for example.
A vast majority of player are joining a fleet for the stores/shipyard, and that's why they are only interested in big fleets.
The social part is pretty much scrapped. Unless you are playing with your friends.
To be honest that was my first motivation when I joined my fleet. They are good people, but I felt forced to join a fleet for the stores.
The only way to attract people is to either have the store and the project running for their marks, or find a bigger fleet for their stores.
I see thanks for the responses, i always try to build ym own guilds/clans/fleets in games since im to afraid i could say something wrong and get kicked out...that happened to me to often.. maybe because im excentric or whatever
I would suggest that you make the main selling point of you fleet that there is plenty of opportunity to earn fleet credits. This is a big issue for the larger fleets and they have so many members that the projects fill too quickly for everyone to get the credits they need. Some people look for a smaller fleet for that reason.

I disagree. Playing/associating with friends is a strong draw, but you can make a good case for creating an approachable entry portal into STO for newer players where there is plenty of opportunity to make a real contribution and enjoy the satisfaction of accomplishment. It's unfortunate that so many players are all about instant gratification, but that should not deter you from doing what you want.
I started my own clan on another game server at a time when my chosen roleplay was nearly non-existent, and had no problem recruiting because it offered something different from the norm at that time. The most important thing is to have fun; pick a modus operandi that you enjoy, and others will follow. The "end game" can wait if you're having fun! :P
Most of my current fleet is still exploring the nuances and scope of the game, so none are true "end game" players, but we are approaching T5 (Fed) this year anyway. Our KDF wing, however, is sparsely populated with active players, so I am enjoying a nearly unimpeded promotion track as I work through the fleet projects...
