Only thing i can think of, is the patch on demand option in the launcher is turned off, which will download every single patch for the game, on the plus side you will never get the whole patching while in a loading screen. So check the launcher options to see if its unchecked, if it is uncheck then re-check it to get only the important patches.

Well that, or he lost/damaged his .hogg files... That would approx be around 13 gig, since it's the whole game

From a clean install, you're looking at an 8987mb patch - that's not an 8987mb download though. The download is compressed...the patch expands out to 8987.
Course, I'm running the en (English) client - can't say what the size would be for other clients.
Why not run a force verify for the game, so it will actually know what it needs. Again the launcher option will have a check box for this, just tick it before you actually log in into the launcher. not sure how arc does it, only familiar with steam and stand alone clients.
My PWE / STO folder, just for Star Trek Online is 26 GB. That is the live folder as of 16th May 2014... this does NOT include my test server folder.
So, 13 GB..... half the game (for En client)
My PWE folder's 6.98GB (7501663864 bytes). 775 files, 52 folders. That's not compressed. Includes just Arc and STO Live...no Tribble/Redshirt.
edit: Went ahead and added Tribble (Patched: x/8814MB) which took the PWE folder size to...13.2GB (14241439641 bytes). If it was 6.98GB and 8.81GB was added, shouldn't it have gone to 15.79GB? No...because that Patched number doesn't necessarily mean that much was added by adding it, just like the original Patched on the live didn't mean that. It's just the total amount of data patched, so if files are patched multiple times - it's going to add up as it is counted multiple times.
edit2: As long as I can remember, I've tended to reinstall MMOs after any major patch - just to get rid of any garbage data taking up space, bloating the folder and generally leading to degrading performance.

STO is about my Liberated Borg Federation Captain with his Breen 1st Officer, Jem'Hadar Tactical Officer, Liberated Borg Engineering Officer, Android Ops Officer, Photonic Science Officer, Gorn Science Officer, and Reman Medical Officer jumping into their Jem'Hadar Carrier and flying off to do missions for the new Romulan Empire. But for some players allowing a T5 Connie to be used breaks the canon in the game.
well those are all good infos but i still dont know the name of the .hogg file that I have to look for. As i said search says I have dozens of them, and it does not answer why it suddenly either disappeared or cant get accessed by the game!!

It could be caused by anything. Software gets corrupted all the time - ranging from power surges to minor hardware malfunctions. The whole reason the put Force Verify in the Options is because of how often gaming software gets corrupted by something.

First, in my above post I forgot to add, I do use ARC for my STO (and all my other PWE games... even though STO is my only one right now)
Also, I can have 11 characters, 10 slots are used on my account. (No idea if this counts, but it is a valid point Cosmic brought up).
As you are having problems mike, I'd completely remove the game (and ARC if you use it), use something like CCleaner to nuke any left over information. Then do a full reinstall of Star Trek Online( I think the options here are Steam or ARC only now).
Turn off on demand patching - it will make your download larger, but it saves time in the long run.

Full install is 10.6GB...mine usually will grow somewhere from that 7GB up to about 8GB if that. It's over 2.5GB of stuff that just doesn't matter to me.

Could have been anything...were you running Arc by any chance along side a prior install? ie, had STO installed and added Arc?
I have just begun playing too. Annoyingly I am stuck with a 3g dongle for my internet for the foreseeable future, slowness of patch download I live with but it eating all my data allowance is another thing! Anyway the patch can be torrent-ed to another comp and manually patched?

I guess not. Patches aren't downloaded completely and then applied. The Launcher installs the files directly.
For some basis files, the old disc version might do it. But that data is so ancient, it's probably completely worthless.

My STO piggs folder (live) is 11,1 ... So a patch of 13 isn't unreasonable (as the download is always smaller, than the files being patched).

I've had to reinstall my STO twice since the game came out... last time was about a year ago when I upgraded my PC.
I have on demand turned off (always do - I hate it) - so this is the full live game
