Previously, if I had been invited to a fleet base which had higher-tier shipyards and the like than my own fleet, I would have been able to purchase the higher grade ships from the other's shipyard using my own provisions, credits, and modules. Now while I can purchase things like weapons and armor, I'm not allowed to purchase the higher-end ships, as the shop menu says I don't have the requisite tier of shipyard, even if the fleet base I've been invited to has it.
Nitpicking is a time-honored tradition of science fiction. Asking your readers not to worry about the "little things" is like asking a dog not to sniff at people's crotches. If there's something that appears to violate natural laws, then you can expect someone's going to point it out. That's just the way things are.

fleet ships have always required a fleet invite.

This. All other items only require provisions and a map invite but ships have needed a fleet invite since day 1.
