I have the universal dynamic tactical console on my romulan heavy destroyer... the plasma lotus and tachyon inversion beam powers are not staying in the tray, every time I have to beam up to my ship I need to re-slot them. its a minor annoyance.

This is a big and known issue, just fyi. A few workarounds are posted in the link, hopefully one of them will work for you.
