Strange Bug with Ships/Stations

Now and then since season 9, I've had issues on a couple characters with stations will get unassigned and/or some tray abilities will vanish.

Trying to restore to the saved loadout does not work, it thinks it's already equippped (relogging, zoning, etc does not help either).

(It may be an issue with the loadout system itself)
