Ship Ui Will not save when i place them in ui hotkeys

My ship i just bought A ]Fleet Ar'Kiv Tactical Carrier Warbird Retrofit[/COLOR][/COLOR]---a mouthful if i might add---
I place all my carreer/bridge officer/console powers in the my ui for hotkeying them. All my powers takes up about all 4 hot key trays. I hot keyed them on all my ships and i never had this problem before with any other ships. Just this ship. It takes me about 10 to 15 inutes to place them and they stay slotted when i transfer maps but when i log off none of the hotykeyed powers are gone and settings went back to its origanal palete which is nothing slotted even though bridge officers are stil lslotted there powers are not. Is this a common issue or am i doing something wrong and is there a way to fix it it or is this a new issue with the ship.
1.log in
2.place all my powers in the hotkey trays
3. i test transferring maps it stays slotted until i go to earth space dox and beam back to ship.
4. i replace them again
5. log off.
6. log back on nothing there none of my hot keyed powers are still hotkeyed
7. repeat the procces 20 or more times [{;-D]
if i am doing something wrong or is there a way to save this please tell me.
